Abstract
Industrial fisheries are among the world’s most hazardous workplaces, prompting a rethinking of oceans as ‘working spaces’ shaped by complex jurisdictions and social relations. The paper introduces the concept of the ‘labor governance frontier’ to analyze how state and non-state actors attempt to expand labor rights at sea through various governance programs and material processes. It highlights the need for more research on workers’ agency and proposes a research agenda using concepts like labor regime, precarity, and hybrid governance to better understand and improve labor conditions in fisheries.
