States have an obligation to act against beneficial owners of vessels involved in IUU fishing

Abstract
States often struggle to combat IUU fishing because enforcement depends on international cooperation, which is frequently lacking. The article argues that not only flag states but also the states where the beneficial owners of offending vessels reside have a legal obligation to act against these individuals, as they are often the masterminds behind IUU fishing. International law and various regulations increasingly support holding these beneficial owners accountable, urging states to take concrete measures to prevent and sanction their nationals' involvement in IUU fishing.
