A collaborative initiative
The Joint Analytical Cell or JAC is a collaborative initiative of the IMCS Network, TMT, Global Fishing Watch, Skylight and C4ADS. Established in 2022, the JAC provides fisheries agencies and organisations with fisheries intelligence, analysis and capacity building to combat IUU fishing.
The main goals of the Joint Analytical Cell
The establishment of the JAC was a first step in developing a larger coalition of like-minded organisations and a home for data, technology, operational support and capacity development. The JAC seeks to be a representative model for collaborative work to achieve shared Goals.
- Detect, deter, and eliminate IUU fishing activities
- Increase transparency of fishing activities at sea
- Build the capacity of developing countries to more effectively and efficiently implement and maintain their own fisheries MCS regimes
- Leverage data and technology to inform and support global fisheries policy and governance processes and strengthening
Procedures that are scalable, efficient and effective
The JAC builds on existing collaboration and seeks to develop analytical methods, routines and operational procedures that are scalable, efficient and effective and that can be delivered where they are most needed. The IMCS Network provides the cooperative and collaborative mechanisms for the JAC and lead capacity development efforts.
“The establishment of the Joint Analytical Cell marks a sea change in fisheries intelligence and analysis. It will set a precedent for a global shift toward greater use of open data, data analytics, and integrated technology to provide greater transparency of activities occurring in the maritime domain and strengthen fisheries monitoring, control and surveillance efforts.”
Mark Young, Executive Director, IMCS Network“The IUU fishing challenge continues to evolve, and so must the responses. The opportunities that the appropriate data, the right tools and technologies, and targeted personnel training present to bolstering fisheries enforcement capacities are enormous, but only if they are accessible and adapted to a national or regional context. State and non-State actor cooperation and collaboration are essential, and the Joint Analytical Cell has been formed to enable this objective.”
Duncan Copeland, Executive Director, TMT“What we have established with the Joint Analytical Cell is a partnership mechanism that is designed to grow and bring in more complementary platforms and technology providers. This initiative, when taken to scale, will mobilise the combined expertise of its partners and allow for more targeted analyses and actionable intelligence offerings.”
