Avoiding Detection - Global Case Studies of Possible AIS Avoidance

This paper highlights cases of commercial fishing vessels “going dark” to public tracking systems around the world and need for authorities to enact policies that mandate the use of AIS and VMS by domestic and foreign vessels in an effort to monitor their waters and enforce fisheries laws.
