Improving U.S. FIsheries Enforcement

Abstract
This report discusses the effectiveness of U.S. fisheries enforcement strategies in achieving compliance. Researchers that: (1) noncompliance is a serious issue in U.S. commercial fisheries; (2) the risk of violators being caught and penalized is low, and the potential illegal gains are high; and (3) published U.S. Coast Guard (USCG) compliance rates significantly overstate actual compliance rates.
