The Use of African Flag Registries by High-Risk Fishing Operators

This brief examines how foreign fishing operators are accessing and exploiting the use of African flags for their fishing vessels, and how there exist, in some African States, weaknesses in the flagging regimes that provide opportunities for this exploitation.
